Mr Brian Whitehouse was in the Chair, with members present representing the majority of clubs in the League. 1. Apologies were received from C.Evans, J.Fahy & K.Humphreys. 2. Minutes The minutes of the 101st AGM had been circulated previously and were taken as read. There were no matters arising. 3. Address By the League President The President reported that it had been a pleasure being nominated for the post in his 50th year of competitive chess, a season when his club won the Terrill Trophy and promotion back to Division 1. There had been no major problems and the matches had all been played in good spirit. The President had been auditor, but had not otherwise been involved in running the League previously. He remarked that it was run very smoothly by the officers and wished the new committee the very best for the future. 5. Presentation of Trophies Trophies for all competitions were presented by the League President, assisted by K.Ingram. Signatures were obtained from all recipients to assist recovery next year. 6. Report of the Hon. General Secretary M.Walker reported that it had been a successful year. South Birmingham had again won Division 1, but the trophies had been won by other clubs. Three teams had dropped out, but three others were to enter Division 6. Membership had largely stabilised. The use of email and the Internet was becoming more widespread for distribution of information. Some clubs still required forms and notices to be sent by post and it was considered essential to continue with a printed handbook. Thanks were passed to the assistant Secretaries and the club Secretaries for their co-operation. 7. Report of the Hon. Treasurer K.Langston presented a report containing details of receipts and payments for the year ending 30th April 2009, along with a projected budget for the coming year. There had been a surplus of Ѓ320 for the year, despite a projected loss of Ѓ409. There were fewer teams playing than anticipated, but the rapidplay had shown a profit and expenses incurred by officers were less than expected. Trophy, individual and ECF fees were also less than anticipated. The ECF game fee was to be increased from 48p to 50p. It was proposed to move Ѓ3500 of reserves into a Nationwide 1 year bond, in order to earn more interest (2.5% instead of 0.35% in the Yorkshire account). Signatories on the new account would remain as before. This was seconded and passed unanimously. 8. Fixing of Subscriptions for 2009-10 A proposal from the Hon. Treasurer to keep team fees at Ѓ63 and Ѓ42 for the lowest division was carried unanimously. 9. Report of the Records Secretaries J.Fahy was not present. A.Woolaston in his first year had taken advice from Mr. Fahy on implementing the rules and the level of leeway to allow. There had been little disruption to the match schedule, some were played late due to bad weather. It was proposed that match reports could be submitted by email on official match documents only, which were to be made available on request. The option to use post was still available and it would be necessary to complete & retain match cards for at least 21 days. Scanned cards would be acceptable. 10. Report of the Hon Assistant General Secretary A report had been submitted to the meeting, which stated that there had been no issues with adjudications. 11. Report of the Grading Officer D.Thomas reported that the remaining results could now be graded with the publication of the final bulletin, although it contained errors. Grading was on track for the deadline at the end of June, with a target date of 20th June for completion. Direct members were asked to check their detailed reports for errors. K.Ingram asked why the new online grades had changed. This was due to previous errors being corrected. 12. Election of Officers A nomination was received for the post of President, Mr H.Quail of West Midlands Police C.C. There were no other nominations for this or any other position and the officers were elected as follows : President – Mr. H.Quail. Hon. Gen. Secretary – Mr M.B.A.Walker Hon. Assistant Secretary – Mr K.Humphreys Hon. Treasurer - Mr K.Langston. Hon Records Secretaries – Mr. J.Fahy & Mr. A.Woolaston Grading Officer - Mr. D.Thomas Mr Quail gave a brief speech after taking the Chair. 13. Appointment of Reporting Accountants Mr. M.Doran and Mr B.Whitehouse were re-appointed unopposed. 14. Any Other Business a) Lichfield were expecting to lose their venue for approximately 8 weeks during the season. The dates were not fixed and the club would endeavour to rearrange matches when the time came. The possibility of playing at the away venue was raised. b) It was suggested that playing conditions at certain clubs had not been acceptable at times during the season. A general discussion ensued, but the meeting felt that a letter to the offending club or a complaint to the Rules committee immediately after the match would have been more appropriate than raising it at the AGM. There being no other business, the meeting closed at 8:50pm.
