Rationale Adjournments can be unfair in several important respects, so they ought to be discouraged. The possibility of an adjournment finish means that players have to commit to two evenings for a single game of chess with the date of the second evening unknown. This is unfair on individual players with a busy schedule, such as shift workers, or indeed anyone wishing to plan in advance; unfair, too, on those who cannot afford financially to spend two evenings playing a single game. This unfairness can lead to players' being reluctant to play or to resume, and to congestion of teams' fixtures. Adjournments are unfair on juniors and other players without their own transport. It is easier for them to arrange transport for the first session, when their entire team is playing, than for an adjournment, when they could be alone. This unfairness can lead to compromised, distorted results. Adjournments are unfair on players unable to consult stronger players or computers. This unfairness can lead to results determined by the quality of outside assistance (sought between adjournment and resumption, which is technically while a game is still in progress) rather than by players individual skills. Adjournments are unfair on league and club officials by increasing their workload and paperwork. This unfairness adds to the difficulty to recruit and retain officials, and can lead to administrative mistakes. Proposed Rule The rule changes required for the motion involve the switching of Rules 8.5 and 8.6 as below. Note that the original options and phrasing have been preserved. 1) Competition Rule 8.5 should be entirely replaced by: In all matches or Individual Tournaments, the default rate of play shall be 30 moves in the first 75 minutes followed by a 15 minute quickplay finish in accordance with Article 10 of the Laws of Chess, unless by agreement between the teams a time limit of 36 moves in 90 minutes followed by a 15 minute quickplay finish be decided upon. 2) Competition Rule 8.6 should be entirely replaced by: At the time of submission of their initial registrations (as specified in Rule 4.2) any team may indicate their preference for concluding their matches by adjournment. Thereafter any match between two teams who have so opted shall be played at a time limit of 30 moves in the first 75 minutes and a further 24 minutes in the next 60 minutes registered on a player's clock. (On reaching the second time control at 54 [or 58, 60 or 66] moves, see Rule 12.1 e)). However, the first session may, by agreement between the teams, play to 34 moves in 85 minutes, or 36 moves in 90 minutes, or 42 moves in 105 minutes, and the time control will be at the end of the session. Any match in which either team has not so opted shall be played in accordance with the provisions of Rule 8.5. Outcome The motion with its rule changes gives to quickplay finishes the default advantage that had been accorded to adjournments, and through that it encourages a reduction in the number of matches with adjournments, which involve the unfairness mentioned above. The motion does not make quickplay finishes obligatory. Any match in which either team has no so opted shall be played in accodance with the provisions of rule 8.5. _____________________________________________________________________ Proposed Rule Change No.2 Amendment by Redditch Chess Club 10.4 The venue for the adjourned session of a game shall be: a) where the match is between two sides that have opted for Adjournments, the home Club's room. b) where the match is between a side that has opted for Quickplay finishes and a side that has opted for Adjournments, the Clubroom of the side that has opted for Quickplay finishes. In either case the players may agree to meet at an alternative venue, in which case the envelope shall be endorsed accordingly. ( Changes to wording are highlighted in bold. Proposed Rule Change No 3 Sent in by David Scriven (Stourbridge) Stourbridge Chess Club wish to propose a change to the BDCL Rules.The proposal is to re-write rule 4.14 as follows: Rule 4.14 A player may play in the Knock-Out Competition for the league team for which he is registered. The player may also play for a higher team taking part in a Knock-Out Competition. In short we are proposing the removal of all the rules within 4.14 that describe the Terrill/Homer and the Townsend/Barrington as the different knockout competitions and limit players to only playing for one team in each knockout round. (For the purpose of the new rule the Terrill, Homer, Townshend, and Barrington regarded as a single knockout competition) The amended rule 414 In the Knock-Out Competitions matches in the Terrill Memorial Trophy competition and matches in the plate competition for the Homer Memorial Trophy and matches in the Townshend Memorial Trophy Competition and matches in the plate competition for the Barrington Memorial Trophy shall be regarded as matches in different competitions.. A player may play in the Knock-Out Competition for the league team for which he is registered. The player may also play for a higher team taking part in a Knock-Out Competition than that in which he is registered provided that he shall not play for two teams in the same round of any Knock-Out Competition. For the purpose of this rule round two of the Terrill Competition shall be treated as the same as round one of the Homer plate and so on; and round two of the Townshend Competition The current rule is 4.14 In the Knock-Out Competitions matches in the Terrill Memorial Trophy competition and matches in the plate competition for the Homer Memorial Trophy shall be regarded as matches in the same competition. Similarly matches in the Townshend Memorial Trophy Competition and matches in the plate competition for the Barrington Memorial Trophy shall be regarded as matches in the same competition. Nonetheless the Terrill Competition and its plate competition shall be regarded as a separate event from the Townshend Competition and its plate competition. A player may play in the Knock-Out Competition for the league team for which he is registered. The player may also play for a higher team taking part in a Knock-Out Competition than that in which he is registered provided that he shall not play for two teams in the same round of the same Knock-Out Competition. For the purpose of this rule round two of the Terrill Competition shall be treated as the same as round one of the Homer plate and so on; and round two of the Townshend Competition shall be treated the same as round one of the Barrington plate. Proposed Rule Change No. 4 Sent in by L.J.Wheatley (Chairman Morry-Wood Memorial Committee) The proposed amendment to Rule 6.2 reads Delete up to when in line 10 above and replace as follows: i) Up to 72 hours before the scheduled time of a match either team may request a postponement. If not granted the matter may be referred to the Hon Gen Secretary whose decision shall be final. ii) Allowable reasons shall be a) Severe weather conditions making travel hazardous, not only between clubrooms but also between domiciles and places of business etc (as existing or forecast. b) Disruption to transport both public and private. c) Other mitigating circumstances eg bereavement, illness incapacity, etc (judged on an individual basis) (iii) Should one side refuse a request and there be insufficient time for the Hon Gen Secretary to make and communicate a decision before the scheduled match time but concluded he would have granted the request no claim for the match shall succeed. iv) If it is alleged that either party is being intransigent over the matter action may be taken under Standing Orders or the Rules of the Competition. The existing Rule is as follows 6.2 Whenever it may become necessary to request the alteration of a fixture date as a result of some unexpected emergency, bad weather conditions, or the breakdown of public travelling facilities, the team making the request shall seek the agreement of the opposing team. If such agreement be refused, it may apply to the Honorary General Secretary of the League for permission to alter the said date, whereupon the Honorary General Secretary may, after considering the circumstances of the case, either grant or refuse the application, such decision being final and binding on the teams affected thereby.
