Minutes from MCM 16th Dec 09 Minutes having been circulated and taken as read, these were accepted as a true record - proposed: Allan W., seconded: Keith I.. 3. Matters arising from the Minutes No matters arising. 4. Report of Hon. Gen. Secretary The decision re: Olton v. Tamworth match was as follows: ‘Phil Briggs (Tamworth) has requested a postponement for this match under Rule 6.2.. On the grounds that the local roads where the players live are still treacherous for driving, particularly late at night, I have therefore agreed that the match should be postponed. The usual rule that the rearranged fixture must be played within 14 days applies.’. Additional information to come from the Chairman of the Rules Committee. (See also: 8c - Rules.) ‘The decision of John Fahey to resign has been reported in the previous minutes. Subsequently, I asked Alan Woollaston to take on the task, and I am pleased to report that he accepted. It was the decision of Richard Reynolds to resign as Assistant to the Hon. Gen. Sec responsible for the minutes; I am pleased to report that Penny Wood has temporarily accepted the task.’ 5. Report of Hon. Treasurer ‘All items of income and expenditure were within the expected figures, with the following exceptions: The Rapid-Play ended with a loss of Ѓ258; printing and stationery expenses Ѓ50 under; ECF levy Ѓ335 under and trophy expenses Ѓ80 over. However, by the end of April we should have the financial result that was anticipated.’ Mr Langston was pleased that there were more entries this year in both the Individual and Lightning Tournaments. Fees are unlikely to increase at the end of the year. Proposed: M.Rees, seconded: L. Wheatley. 6. Report of Records Secretary A.L. - The Ecards are an increasing success - almost 70% of people are now using them. There were minor font hiccups at first, but new versions have now ensured a problem-free format, which can now be cut and pasted straight to the bulletin. Prompt submissions by 8am Sundays should generate accurate league positions for the previous week. There have only been four penalties so far - for example, players who were ineligible to play. Discussion followed concerning (Div. 3) S. B’ham’s previous and intended defaults on away matches. It was generally felt that no rules had been broken as such, but that their actions were possibly making a mockery of the rules/system. Specific contributions on the subject by G. Christie and A. Woollaston are held by the Hon. Gen. Secretary. L. Wheatley proposed that this matter be brought before the F&GP Committee (7 days‘ notice), and A. Woollaston seconded. 7. Report of the Bulletin Editor The editor began by commenting that the new Ecards were most useful. He requested that senders should enter one initial, no full stop and a capital for the surname. (Alan W. added that it was not helpful to send a scanned version of the card.) Proposed: K. Langston, seconded: D. Brelsforth. 8. Reports of the Sub-Committees 8a. F&GP - no report. 8b. Match - no report 8c. Rules - Re: Olton v Tamworth match. R. Reynolds reported that, on a night of bad weather, Tamworth obtained a postponement decision from the Gen. Sec., having unsuccessfully requested one from Olton. The Rules Committee has since decided that Phil Briggs did not bring the game into disrepute, and Olton’s proposal that the postponement did not follow the rules was quashed. Rule 6.2 is to be amended in order to clarify that the Gen. Sec’s decision in these circumstances is final. Olton still reserve the right, however, to bring this before the F&GP Committee. Proposed: M. Rees, seconded: G. Christie. 9. Reports of the Tournament Committee 9a. Competitors in the Individual were urged to conclude games by the end of March. 9b. John Mildenhall - There were 17 teams from 6 clubs, divided into 3 sections - results as follows: Section A - Joint winners Sutton Coldfield ’A’ and W. Bromwich, each with 12 pts (Sutton taking the title on tie-break as per Rule 11) Section B - S. Birmingham ’B’ with 10.5 pts, 2nd was Redditch ’A’ with 10 pts Section C - Mutual ‘C’ with 14 pts, 2nd was Sutton Coldfield ‘B’ with 12 pts Individual Prize - There were a number of excellent performances, but the prize went to R. Lawrence (Sutton) for an outstanding 5/5 in Section A, where he was heavily out-graded in all of his games. A vote of thanks was given for John, who, through his report, thanked all who supported and took part in what turned out to be a very good tournament. R. Reynolds pointed out that Rule 4 states that there are to be prizes for first and second place in this tournament, whereas Rule 10 states only one for the winner; this contradiction will be amended for next year. 9c. Rapid-Play The date has been moved to 24th October, still at Quinborne Centre. 9d. Morry-Wood Memorial L. Wheatley - The Best Game Prize deadline has been extended until the week after Easter. 10. Webmaster M. Rees - Congratulated the new Records Secretary on his successful handling of six divisions, and commented that the exchange of information is working well. Mike is looking to improve/expand access to the website; he is currently considering a new one with 2GB space with no adverts. The Leamington League may be approached for advice, as theirs is very good. It was decided that this would be discussed further at the AGM. Proposed: G.C., seconded: AW.. 11. Grading Officer – no report 12. Reports from various delegates 12a. ECF Representative not present. 12b. Warwickshire CA Representative not present. 12c. Worcestershire CA L. Wheatley - The Knockout is doing well, and the finals are approaching. 12d. Junior Chess Liaison Officer Juniors from the area are currently busy playing in the Chess Challenge; the finals will be in Worcester and Birmingham in four weeks‘ time. Many schools and clubs have been involved, and there is a very high standard. 13. AOB 13a. R.C.R. - With regard to L.Wheatley’s proposal regarding a definition of how and whether the Hon. Gen. Secretary should act, the committee was reminded that this should be circulated two months before the A.G.M. (by April 7th), in order to allow for responses prior to feedback at that meeting. 13b. M. Uddin (West Brom.) put the following proposals forward for discussion (full versions with Hon. Gen. Sec.): 1) Abolish adjournments altogether, or 2) The Away team may insist on playing to a finish. Much discussion ensued! A.W. said that in divisions 1-3, a good 30% of games go to adjournment, so these are rather dramatic proposals. G.C. and D.B. said that the idea behind current arrangements was to provide the opportunity to finish a game differently - quick finishes were never meant to be compulsory. A.W. suggested that more moves within the time limit may reduce adjournment occurrences. It was eventually decided by the Chair that the discussion be continued at the A.G.M.. 13c. G.C. pointed out the need to look at players’ eligibility. A.W. assured that there will be increased vigilance at the next registration session. 13d. K.I. remarked on this year’s fixture difficulties in Division 5, i.e. clubs dropping and switching teams after the handbook was published - which resulted in his team defaulting games when players were needed for Division 1. G.C. added that teams possibly ought not to have the option of refusing promotion/demotion. A.W. agreed that this had been a nightmare to rearrange, but was done as well as it could be. D.B. informed that Aldridge had now disbanded - they only had four players, one of whom had to move away. 13e. R.C. commented that Tamworth had the most unsuitable chess venue ever, and cited numerous reasons. H.Q. replied that this should be mentioned to the club on the night, then taken further, if necessary, to the Rules Committee. G.C. agreed, saying that there ought to be general guidelines for suitable playing conditions. The President declared the meeting closed.
